That's exactly what the All-Party Parliamentary Group (APPG) for Beauty, Hair & Wellbeing set out to change through its landmark UV Safety Inquiry. Chaired by Carolyn Harris MP, the cross-party inquiry gathered evidence from manufacturers, academics, health experts, industry leaders and people living with the effects of UV damage to investigate the root causes of Britain's growing skin cancer crisis and identify practical solutions.
A year later, the APPG launched its report, A Preventable Crisis: The Case for a National UV Safety Strategy, outlining recommendations for both government and industry. The message is clear: skin cancer is largely preventable, and sun protection needs to stop being treated as a holiday luxury and start being recognised as the everyday essential it is.

Why does SPF matter so much? The APPG report puts it plainly:
an estimated 86% of melanoma cases and 90% of non-melanoma skin cancers are caused by UV overexposure — meaning they are entirely preventable. The report also highlights that sun damage is cumulative, building up over a lifetime, and that childhood exposure is particularly critical. In other words: it's never too early, and it's never too late to start protecting your skin properly.
One of the report's key recommendations is that the Government reduce VAT on SPF 30+ sun protection products — currently taxed at 20% as a "luxury cosmetic" — because cost remains one of the biggest barriers to regular use.
